These two signs, white letters on a blue diamond, refer to hydrant and valve.
The fire service would use the hydrant only, whereas the valve would be operated only by the water company. The valve was used to isolate sections of the water main network for maintenance and repair. They stopped using these marker plates many years ago. The plates shown possibly date back as far as the early 1900's when the water mains were first laid.
Today, fire hydrants are marked by the yellow plate with a black H on them.

I did contact Wigan Fire Brigade a couple of weeks back but never heard anything from them.

In which case, it’s the records of local water companies that may give the history of the V plates.
According to the National Archives, the records of Makerfield Water Board and Wigan Water Board are held by Wigan Archives and Local Studies. (]Link)

What do FH, AV, SV, NRV and WO mean on a surface box cover? Covers normally carry an inscription that identifies the pipeline or fitting below and the application.
Badging Inscriptions
FH = Fire Hydrant
AV = Air Valve
SV = Sluice Valve
NRV = Non Return Valve
WO = Wash Out
It definitely seems to be V for Valve.
