Shopping tomorrow is a no no then

The Wigan 10k race is on as well so roads will be shut between Mesnes Park, Beech Hill and Robin Park.

Will they be keeping to cycle lanes where possible, and if not why not?

Because they are runners not cyclists. A and E are busy enough.

I hope they don't cock it up for Wigan like they did a few years back. The council spent a big bag of money on a full day event at Haigh Hall with big screens etc. Then as the helicopter approached they cut to adverts and missed the whole thing.
