It has been reported that it will cost the government more than it will save if the BBC
only give free licences to people on pension credit.

Tuesday explanation.
A lot of pensioners don't claim the pension credit they're entitled to for one reason or another.
Should they all do so, it would cost the government millions.
More than if they just keep paying for the free tv licences.
