The article refers to both street racing and car cruising. Two completely different activities. Which one of the two is it? Can someone clarify?

Car cruises are where drivers meet on the public highway to race or show off their vehicles. A minority of these drivers perform dangerous stunts, speed and behave in an anti-social manner.

Street racing here is an illegal 1/8th mile drag race on public roads, usually with betting involved. Cruising used to be driving slowly "kerb crawling" looking for girs to chat up!

The description given is just a bunch of yobbos in ricers....
